Notice on Implementing the "Opinions of The General Office of the State Council on Strengthening the Supervision and Management of Discharge Outlets into Rivers and Seas"

Strengthening and standardizing the supervision and management of sewage outlets plays a significant role in improving the quality of water ecological environment and protecting and building beautiful rivers, lakes and bays.

The person in charge introduced that, on the basis of the implementation opinions, the "Notice" further refines the annual target tasks for the investigation and rectification of pollutant discharge outlets.
It is required that by the end of 2023, the main stream and important tributaries (water bodies), key lakes in the basin be completed
The investigation of sewage outlets in key bays has completed 80% of the source tracing and 30% of the rectification tasks.
By the end of 2024, the source tracing of the above-mentioned sewage outlets will be basically completed, and 70% of the rectification tasks will be accomplished. By the end of 2025, all the goals and tasks required by the implementation opinions will be fully accomplished.
At the same time, the Notice clearly defines the scope of the main stream and important tributaries (water bodies), key lakes and key bays in the basin, and requires pilot areas such as the Yangtze River, the Yellow River and the Bohai Sea

All levels of ecological and environmental departments should incorporate the approval of the establishment of river discharge outlets into the list of administrative licensing items.
The Notice emphasizes the need to strengthen mid - and post-event supervision of pollutant discharge outlets, solidify the responsibilities of all parties, and form a regulatory synergy.
Local ecological and environmental departments should, in conjunction with relevant departments, take measures such as issuing pollutant discharge permits
The requirements for self-monitoring and information disclosure of the responsible entities of pollutant discharge outlets should be clearly defined in accordance with the law.
Local governments and relevant departments should give full play to the river and lake chief system and the joint prevention and control mechanism for water pollution
